The four-day programme features keynote speeches, six expert panel discussions, thematic working groups and the adoption of the Narva Declaration on Societal Resilience and Human-Centred Security. Discussions will address inclusive governance, Nordic–Baltic and Arctic security, civil preparedness, migration, Ukraine and Moldova, media warfare, disinformation and democratic resilience. The cultural programme includes sightseeing in Tallinn and Narva, visits to Ida-Virumaa museums and civil society organisations, networking events, an official reception and two cultural performances: “Where Sounds and Actions Meet in Estonia” and the “Day of the Mediterranean” Gala Concert. Practical Information
Participation fees
Participation is free of charge for young people aged 15–26 from Estonia and other countries, subject to the availability of funded places.
The participation fee for international delegates/ participants and representatives of organisations is €275 (Early Bird €200 until 1st October).
The participation package includes:
- accommodation from 26 to 29 November 2026 in a shared twin room;
- two buffet lunches, two dinners, two recepetions; and coffee breaks;
- conference materials;
- organised local transport from Airport to Venue and back (on 26th Nov and 29th Nov);
- participation in the official conference and cultural programme.

If payment is not received within seven working days of registration, the registration may be cancelled.
Transportation
Participants are responsible for arranging and covering their travel from their country or city of residence to Tallinn, Estonia. The organisers will provide group transportation from Tallinn to Narva and back according to the official conference schedule.
Preliminary transportation schedule for 26 November
- By 17:00pm – Arrival of delegates in Tallinn
- 17:30pm – Meeting point at Hestia Hotel Europa, Paadi 5, Tallinn
- 18:00–19:00pm – Dinner at the LIDO restaurant in Ülemiste Shopping Centre, near Tallinn Airport
- 19:00–22:00pm – Organised bus transfer to Narva and Narva-Jõesuu
Participants arriving earlier may travel directly to Narva. Connections are available by Lux Express bus and Elron train.
Participants who cannot join the organised transfer should notify the organisers in advance.
Accommodation and meals
Confirmed participants will be accommodated mainly at Narva Hotel and Ingver Hotel in Narva.
The standard participation package includes accommodation in a shared twin rooms.
A private room may be requested for an additional fee and is subject to availability (please contact info@sscw.ee).
Meals and coffee breaks specified in the official programme will be provided from 26 to 29 November 2026. Participants should inform the organisers in advance about allergies, dietary restrictions or other special requirements.
Participants arriving before the official programme may request assistance in finding accommodation in Tallinn, we suggest to stay in Tallink Express Hotel. Additional nights and related costs are full responsobility of delegates.
Who can participate?
The conference welcomes civil society representatives, diplomats, military personal, researchers, policymakers, governmental officials, educators, journalists, field experts, young leaders and other professionals who:
- have experience or a strong interest in security, civil society, societal resilience, peace, human rights, media literacy, public policy or other relevant experience;
- are prepared to share knowledge and experience from their institutional, organisational or community context;
- can disseminate the conference outcomes within their organisation, network or country;
- are willing to participate actively in discussions, networking and the full conference programme;
- can work in English;
- are available to arrive in Tallinn on 26 November and depart on 29 November 2026.
Conference venue
The main conference venue is the University of Tartu Narva College, situated in the historic centre of Narva next to the surviving Baroque Town Hall.
Narva is Estonia’s third-largest city and one of the easternmost cities in the European Union. Located directly on the border with Russia, it has a predominantly Russian-speaking population and a distinctive history shaped by Estonian, Swedish and Russian influences.
Narva College combines a modern learning environment with references to the city’s historic architecture. Its award-winning building stands on the site of the former stock exchange and incorporates restored underground walls and cellars that are now used for exhibitions, concerts and cultural events.
Official languages
The principal working language of the conference is English. French and Arabic interpretation will be provided during selected sessions.
Event format
The Security and Civil Society Conference 2026 will be held in a hybrid format. Most participants will attend in person, while selected sessions will also be accessible online to registered experts and participants.
The conference encourages participation from the European Union (including Nordic and Baltic countries), Ukraine, Moldova, Armenia, Georgia, North Africa, the wider Euro-Mediterranean region, Artic region (Norway, Iceland, Canada and the United States)..
